How to make a comment?

1. Use this Protected Document to open a comment box for your chosen Section, Part, Heading or clause.

2. Type your feedback into the comments box and then click "save comment" button located in the lower-right of the comment box.

3. Do not open more than one comment box at the same time.

4. When you have finished making comments proceed to the next stage by clicking on the "Continue to Step 2" button at the very bottom of this page.

 

Important Information

During the comment process you are connected to a database. Like internet banking, the session that connects you to the database may time-out due to inactivity. If you do not have JavaScript running you will receive a message to advise you of the length of time before the time-out. If you have JavaScript enabled, the time-out is lengthy and should not cause difficulty, however you should note the following tips to avoid losing your comments or corrupting your entries:

  1. DO NOT jump between web pages/applications while logging comments.

  2. DO NOT log comments for more than one document at a time. Complete and submit all comments for one document before commenting on another.

  3. DO NOT leave your submission half way through. If you need to take a break, submit your current set of comments, take a note of where you up to and return later to make a further submission.

  4. DO NOT exit from the interface until you have completed all three stages of the submission process.

  5. If you would like a copy of the comments you made via the Bulletin Board, please email policy@rmit.edu.au and specify which document you provided feedback on and a copy of your submission will be emailed to you.

 

Policy Governance Policy

Section 1 - Purpose

(1) The purpose of this policy is to provide a consistent and transparent approach to policy governance at RMIT that enables:

  1. effective management of RMIT operations
  2. compliance with legislative and regulatory obligations
  3. clear expectations for staff, students and the community.

Section 2 - Overview

(2) This policy outlines the principles that guide the policy lifecycle at RMIT, from the initial proposal, through to the development, approval, review and assurance of policy suites.  It also outlines the responsibilities and accountabilities of policy custodians and other key stakeholders.

Section 3 - Scope

(3) This policy applies to RMIT University and its controlled entities (RMIT Online, RMIT Europe, RMIT Training and RMIT Vietnam) collectively known as the RMIT Group (referred to hereafter as RMIT), and all policies created by or for RMIT.

(4) All policy documents published on the Policy Register apply to the RMIT Group, unless otherwise stated.

Section 4 -  Policy

Principles

(5) RMIT policies and policy governance framework aims to:

  1. articulate how RMIT complies with legislative and regulatory obligations
  2. support the implementation of RMIT’s strategic objectives and operational and academic plans
  3. reflect RMIT’s cultural and organisational values
  4. embed delegations of authority and the limits of those
  5. reduce organisational risk, and
  6. enhance both academic and research integrity.

(6) Policy documents are organised according to the following hierarchy:

  1. the Royal Melbourne Institute of Technology Act 2010
  2. RMIT Statute No.1
  3. regulations
  4. policies
  5. procedures and standards
  6. instructions and guidelines.

(7) All policy documents must be fit for purpose, accessible, and readily understood.

(8) Compliance with a policy document is mandatory for all persons covered by the scope of a particular document.

(9) Each policy document has an owner, an author, and a functional area that is responsible for its implementation and monitoring and the key contact for policy enquiries. These details are published with the policy document on the Policy Register.

(10) RMIT has a standardised, transparent approach to the development and cyclical review of policy documents which is outlined in the Policy Governance Procedure, and:

  1. aligns with sector best practice in stakeholder engagement
  2. includes external benchmarking of processes and delegations
  3. ensures consistency across policies
  4. prevents unnecessary proliferation of policy documents, and 
  5. enables quality control and good governance.

(11) All policies include information about how compliance with that policy suite is monitored and reported.

(12) Policy documents are categorised by the University Policy Manager as either governance, academic or operational policies. The approval authority for each category aligns with RMIT’s corporate, academic and executive governance structures, as follows:

  1. Council is the approval authority for governance policies
  2. Academic Board is the approval authority for academic policies, and
  3. Vice-Chancellor's Executive Meeting is the approval authority for operational policies.

(13) All approved policy documents are registered with Central Policy and published on the Policy Register.

(14) Policy documents clearly state when decision-making authority has been delegated to a senior officer.

(15) Policy waivers only occur in exceptional circumstances, as documented in individual policy documents, and with the approval of the relevant authority.

(16) When the approval authority is considering a new or revised policy, they may delegate the authority to grant policy waivers to the policy owner or another senior executive. This delegation is captured in the document before publication.

(17) Policy suites undergo a major review every five years, at a minimum, or as otherwise directed by the policy owner or the University Policy Manager. Where an RMIT regulation exists in relation to a policy suite, it is included in the scope of the cyclical review of a policy suite.

Responsibilities

(18) The University Policy Manager is responsible for:

  1. the currency and accuracy of the Policy Register
  2. monitoring compliance with the Policy Governance Policy
  3. advising on all aspects of the policy lifecycle
  4. providing assurance biannually to Academic Board, the Audit and Risk Management Committee, and the Vice-Chancellor's Executive Meeting on the efficacy and quality of RMIT’s policies.

(19) The Executive Director, Governance, Legal and Strategic Operations is the University Policy Manager.

(20) The Vice-Chancellor is the owner of the Policy Governance Policy and is accountable to Council for compliance with this policy across the RMIT Group.

(21) The approval authorities are responsible for ensuring that policies are only approved where they meet the objectives and principles of the Policy Governance Policy.

Section 5 - Compliance

(22) The proposal, development, review, approval, implementation and revocation of all policy documents must comply with the provisions of this policy and related procedures.

(23) Compliance with this policy is monitored by the University Policy Manager. Non-compliance with the principles and processes for the development or review of policy documents may result in the University Policy Manager authorising a delay in the publication of new or revised policy documents, or removal of documents from the Policy Register until a new review is conducted.

(24) Significant, sustained or repeated breaches of this policy suite are reported to the Vice-Chancellor's Executive Meeting and the Audit and Risk Management Committee.

(25) The following documents obtain their authority from this policy:

  2. Policy Governance Procedure – Schedule 1 – Policy Proposal and Approval
  3. Policy Governance Procedure – Schedule 2 – Controlled Entities
  4. Policy Governance Instruction – Developing and Reviewing Policies.
